A change is being proposed in New York City's gun laws

The City Council is proposing to hold gun makers and sellers liable for deaths caused by their weapons. Gun owners would be required to have liability insurance, and gun dealers wouldn't be able to sell the same person more than one firearm within 90 days.

Bronx resident Bernard Smith says the City Council should have wanted to reform gun control laws a long time ago. Smith's 19-year-old son, Arnold Williams, was shot and killed three years ago. While Smith thinks more should be done, Bronx Councilman Jose Serrano thinks the changes are a step in the right direction.

New York City's gun control laws are already considered among the toughest in the country. A committee meeting will be held on September 12 to discuss the changes.
