City Island residents remember four teens who drowned one year ago

It's been one year since four teens drowned off the coast of City Island. Residents who belong to the tight-nit Bronx community want the boys families to know they're still in their thoughts and prayers.

Since Max Guarino, Charles Wertenbaker, Henry Badillo and Andrew Melnikov drowned, the city's 911 system has come under scrutiny for not having a system to track emergency calls from cell phones. Badillo called 911 from a cell phone, but it wasn't traceable. Some City Islanders say the mayor needs to make it a top priority.

An attorney for the teen's families says money to upgrade the system comes from cell phone surcharges you pay every month with your bill. The attorney also says millions of dollars have already been given to the state to fund the upgrade but yet, it still hasn't been fully completed.

The boys' families say they plan on remembering their loved ones privately.
