Family members remember teens who drowned off City Island two years ago

It's been two years since four teens drowned in the waters off City Island and their families continue to work on improving the 911 system.

Max Guarino, Charles Wertenbaker, Henry Badillo and Andrew Melnikov died when their boat began to take in water. One of the teens called 911 from a cell phone but the call wasn't traceable. Since that time, the city has installed tracking technology into the 911 system.

Meantime, the victims' families are still awaiting the outcome of a lawsuit they filed against the city. In the lawsuit, the families accuse the dispatcher of not alerting the authorities immediately after receiving the distress call.
