City Council debates who should be in charge at the scene of emergencies

Officials say the city is prepared if terrorists strike again but, according to the City Council, there is some confusion as to who is in charge. Firefighters from the Bronx joined firefighters from around the city Monday to voice their support for Department Chief Peter Hayden. Hayden testified that the fire department should share command with the NYPD during an emergencies. Mayor Bloomberg (R-NY), however, has ordered that the NYPD take control in the event of a terrorist attack.Hayden says that order leaves the city no safer than it was before September 11, 2001 and failing to share command is "a recipe for disaster."
