Families displaced by Melrose wall collapse not sure who to blame

Crews in Melrose spent the day Thursday trying to secure a retaining wall that collapsed from the heavy rains Wednesday. Thirty families had to be evacuated while the building department inspected the remaining portion of the wall. Those families say they have seen cracks in the wall for years and the collapse was bound to happen. Now, some residents are blaming the construction company for the near-disaster. Officials from the city?s Department of Housing Preservation and Development, however, say it is the homeowner's responsibility to make necessary repairs. They also say they issued a violation in May to a homeowner for not properly maintaining the walls. Related Article:
