Families remember teens who drowned off City Island in '03
Families of four teenage boys who drowned off City Island are remembering the tragedy on the four-year anniversary Wednesday.
The victims are Charles Wertenbaker, Andrew Melnikov, Henry Badillo and Max Guarino. Their families say one of the boys used his cell phone to call 911, but no one came to the rescue. The families sued the city, claiming a 911 operator failed to follow procedure and dispatch a crew. However, an appeals court ruled in December the city cannot be held liable for the events surrounding the 12-second call, which could not be traced.
Investigators believe the teens stole a 7-foot dingy from a local marina, but the boat sank. The boys died in the frigid water.
