Frustrated tenants: Building not livable

Frustrated tenants at 828 Courtlandt St. in the Bronx say they have been living in deteriorating conditions without any help in sight.

Tenants say they have been living with mold, rats and a lack of hot water. Hazardous conditions, such as peeling lead paint and poor plumbing, are also causing problems. The building has 194 open violations.

The building is owned by Millbank Real Estate, but is currently mortgaged by Dime Savings Bank.
