Toxicology report: Off-duty cop in fatal crash was driving drunk

A toxicology report released today says that an off-duty police officer killed in a crash on the Bronx River Parkway was driving drunk.

The report says Kum Hoyoung's blood alcohol level was .16 when he crashed, twice the legal limit of .08.

The crash also killed Hoyoung's fellow police officer, Edwin Paulino, and seriously injured four women.

Police say Hoyoung was driving along the Bronx River Parkway when he lost control and slammed into a guard rail.
