Legislature passes 2nd-latest budget ever

New York's Legislature finally did it, passing a state budget four months late, but avoiding the latest budget passage ever. In the end, Democratic Sen. William Stachowski of Buffalo who has withheld his budget vote since June to force action on a proposal to empower state universities changed his mind. One of the major elements of the budget is the elimination of the sales tax exemption on clothing and shoes costing under $110. That move is expected to bring in $330 million. The $110 exemption would return April 1, 2012. The spending plan also delays $100 million in business tax breaks. Now that the budget is finally approved, lawmakers can begin to collect their pay withheld since the budget deadline on April 1. This story was written with Associated Press wire reports.
