Mayor unveils video showing taxi drivers refusing passengers

(AP) - New York City Mayor Michael Bloomberg hasunveiled video showing taxi drivers refusing passengers becausethey didn't know where they were going or didn't have GPS devicesor maps.

Bloomberg unveiled the video Wednesday while discussing effortsto crack down on drivers who illegally refuse passengers.

The city's Taxi and Limousine Commission agency says servicerefusals are up more than 30 percent over the last year.

It recently proposed increasing penalties on drivers who refusepassengers. The City Council would have to approve the rule change.

The TLC wants drivers to pay $500 for a first offense. It'sproposing a $750 fine for a second offense within two years.

That would raise the fines from up to $350 for a first offenseand up to $500 for a second offense.
