Cuomo calls on NY to build a better government

(AP) - New York Gov. Andrew Cuomo says in his firstState of the State speech that he wants to seize the opportunity inthe state's fiscal crisis to create a new way of running stategovernment. Cuomo says he'll address a more than $10 billion budget deficitwithout raising taxes or borrowing. Instead, he would put aone-year freeze on state workers' pay through union contracts thatexpire at the end of March. He says he'll cap state spending at the inflation rate andreduce the number of agencies, authorities and commissions by 20percent. Cuomo also says Wednesday he'll cut the cost of the state'sMedicaid health care program for the poor, considered one of themost generous programs in the nation and now serving a quarter ofNew Yorkers. And he wants public financing of campaigns.
